About

Colonel (Ret.) Robert M. Carpenter is a licensed Professional Engineer and Certified General Contractor with more than 30 years of experience spanning engineering, construction, federal infrastructure programs, and disaster recovery operations. He commanded the U.S. Army Corps of Engineers Jacksonville District, where he oversaw approximately 980 personnel and managed an annual budget of approximately $475 million covering civil works projects including ports, waterways, coastal protection, and Everglades restoration. His 25-year Army career also included service as an Engineer Staff Officer at U.S. Central Command and as a Civil Engineering Associate Professor at the United States Military Academy at West Point. Following his military retirement, Mr. Carpenter founded BCPeabody Construction Services Inc., a licensed general contractor firm specializing in bonded federal construction and disaster recovery consulting. He has directed more than 130 infrastructure recovery and reconstruction projects in Puerto Rico funded through FEMA disaster programs and has accumulated extensive experience evaluating federal contract claims and equitable adjustments. He also served as President of Grubbs Emergency Services, a national disaster debris removal contractor, and as Senior Project Director and USACE Key Account Manager for a large engineering firm. Mr. Carpenter provides expert witness services including report preparation, deposition testimony, and trial testimony on matters involving construction project management, federal procurement, FEMA Public Assistance programs, USACE infrastructure and civil works, coastal and environmental engineering, standards of care, scheduling delay analysis, and contract disputes. He holds graduate degrees from Stanford University and the U.S. Army War College, and is a LEED Certified professional. He served as a Commissioner on the Florida Century Commission by appointment of the Governor of Florida.
