Colonel (Ret.) Robert Carpenter, P.E., CGC, is a distinguished licensed Professional Engineer and Certified General Contractor with over 30 years of specialized experience in construction project management, federal infrastructure programs, and disaster recovery operations. He holds Professional Engineer licenses in Florida, Virginia, and Puerto Rico, along with Florida General Contractor certification and LEED accreditation. His academic credentials include a Master of Science in Civil Engineering from Stanford University, a Master of Arts in Strategic Studies from the U.S. Army War College, and a Bachelor of Science in General Engineering from the United States Military Academy at West Point.

Colonel Carpenter's extensive federal service includes commanding the U.S. Army Corps of Engineers Jacksonville District, where he oversaw nearly 1,000 personnel and managed approximately $475 million in annual infrastructure programs encompassing ports, waterways, flood control systems, and Everglades restoration projects. He led critical disaster response operations for multiple major hurricanes and served as Engineer Staff Officer at United States Central Command, where he negotiated international agreements and directed infrastructure development for Al Udeid Air Base. His expertise encompasses the Federal Acquisition Regulations (FAR), FEMA Public Assistance disaster recovery programs, USACE civil works projects, environmental permitting, and regulatory compliance.

As Founder and CEO of BCPeabody since 2006, Colonel Carpenter has provided expert consulting on federal construction claims and equitable adjustments, supporting the recovery of millions of dollars in contract modifications. He has directed over 130 federally funded infrastructure recovery projects in Puerto Rico, ensuring compliance with federal grant requirements and procurement regulations. Colonel Carpenter is available for expert consulting, report preparation, and testimony in matters involving engineering, construction, federal procurement, FEMA programs, and federal construction standards. 

In addition, my background in teaching and professional instruction strengthens my ability to communicate complex technical issues effectively. I served as an Associate Professor of Civil Engineering at the United States Military Academy at West Point, teaching undergraduate engineering courses, and later served as the lead instructor for the U.S. Army Corps of Engineers District Commander Course, where I trained newly selected commanders in the leadership and management of large engineering organizations.
